As discoveries of gold and silver lured Americans to the west so did the need of cheap lands and a railroad linking the two coasts. In the expansive view Indians were merely obstacles to be removed. The  Congress granted both of those wishes to settlers under the Homestead Act of 1862, and the a Transcontinental railroad under the Pacific Railroad Act of that same year.
